Bowen Foreshore Masterplan to Shape the Future of the Region

Whitsunday Regional Council is inviting the community to help shape the Bowen Foreshore Masterplan, an ambitious vision designed to enhance public spaces, attract private investment, and revitalise the waterfront over the next 15 years. 

Mayor Collins said the Masterplan presents a unique opportunity to build on the momentum of the $68  million Bowen Wharf project, anticipated to commence in 2027. 

“This is a once-in-a-generation opportunity to transform Bowen’s foreshore into a vibrant, well-connected destination,” Mayor Collins said. “By defining priorities for staged delivery, we aim to improve public spaces  while attracting investment that benefits both locals and visitors.” 

The Masterplan identifies key projects, including new pathways, playground and aquatic facility upgrades,  new pedestrian crossings, streetscape enhancements, and environmental improvements such as foreshore protection and recycled water irrigation. Projects will be prioritised based on community feedback, asset renewal schedules, and future funding opportunities. 

Councillor John Finlay said, “The community’s input is essential in ensuring the Masterplan reflects local  needs.” “We encourage residents to share their ideas on everything from tourism opportunities to  recreational upgrades – visit our engagement portal Yoursay or attend our community workshop on  Thursday 27 March at the Bowen PCYC, from 5:30pm.” 

The plan also explores opportunities for private development along Santa Barbara Parade and within the  Harbour, supporting a mix of accommodation, retail, commercial, restaurants, community uses, marine industry and marine education opportunities. Council will work with stakeholders to ensure growth aligns with the area’s character and future needs, serving as an advocacy prospectus to attract investors. 

Residents can view the draft Masterplan and have their say via Council’s Online Engagement Portal Yoursay, hardcopy surveys at customer service centre or contribute via consultation events and student catch-ups at local schools. Feedback will help determine priorities for future upgrades, event programming,  and ideas to display our unique history and culture.
